The Amazing Spider-Man #23 (1965) sees the return of the Green Goblin, and this time, he's got his sights set on Lucky Lobo's mob. Peter Parker catches wind of the Goblin's plans and heads to the "Daily Bugle" building to investigate. There, he sees J. Jonah Jameson talking with former criminal mastermind Frederick Foswell, who has been given a chance to work for the "Bugle" to boost Jonah's public image. The Green Goblin manages to get his hands on incriminating tax evidence against Lobo's operations, which eventually finds its way into the hands of the police, resulting in a raid on Lobo's establishments. Spider-Man joins the raid but ends up in a brawl with Lobo's men, before taking down Lobo himself and resuming his pursuit of the Green Goblin. In a tense battle that takes place inside a factory, Spider-Man gains the upper hand, but the Green Goblin manages to escape. In wrapping up, Peter Parker overhears that Foswell was the one who tipped off the police and decides to keep a close eye on him.
