In Pep #11 (1941), we are introduced to The Shield and his new sidekick, Dusty, in "Dusty the Spectacular Boy Detective". The story kicks off with Dusty stepping in to save Betty from a group of thugs after the tragic passing of his father. The Shield witnesses his bravery and intellect in action, prompting the hero to offer Dusty a spot on the ultra-hero team.

Their first mission as a duo takes them on a dangerous adventure to solve the murder of a millionaire and to defuse several explosives-laden vehicles. All of this is part of the evil Vulture's devious plan, and it quickly becomes clear that he's the one responsible for Dusty's father's death.
