Batman and Robin follow a lead to criminal Frank Fenton, who uses an isotope to paralyze the dynamic duo until he can make his escape. Later, Batman and Robin find a secret tunnel leading to a criminal organization operating in the Gotham Village area. It is eventually revealed that the ring leader is actually Roland Meacham, the head of the preservation committee, who was using a fake mask to conceal his identity. Batman and Robin stop the crooks by using lead shielding to block the commands from Fenton. In the end, the committee decides to preserve Gotham Village, and Linda and James reconcile. This issue is notable for debuting the yellow elliptical Bat-logo, marking the start of the Silver Age Batman's Earth-1 adventures.
