In this issue, Batman and Robin are late to a law enforcement convention in their honor, and as they wait, the police representatives from Scotland Yard and the French Surete recount the tale of how the crime-fighting duo traveled to London to catch a con artist who funded a world tour for his theater troop that sold almost no seats. After evading Batman, the villain flees to France, but he is finally caught atop the Eiffel tower.

The issue is not just about Batman's exploits, though. It also features other exciting stories such as "The Chair That Told the Future," where an oracle known as an empty chair answers any question for $100. And in "The Renegade Robot," Robotman is immobilized and forced to help a criminal gang's crimes.
