In Detective Comics #125, Batman and Robin investigate the disappearance of ex-cons. When recently released criminal Dan Briggs shows up in a small desert town with a gunshot wound, Batman decides to take action. He disguises himself as a convict named Tom Lorne and ends up working in the Citadel of Crime, a factory used by the arch-criminal The Thinker to arm the underworld with military-grade weaponry. Batman manages to liberate the enslaved ex-cons and they revolt against their oppressor. The Thinker accidentally electrocutes himself while trying to stop them, and the ex-cons continue working at the plant but for honest purposes, turning the Citadel of Crime into the Citadel of Honest Ex-Criminals.
