Action Comics #96 (1946)

He comes up with new ways of committing crimes, which involves reversing the roles of victims and criminals. He forces victims to give him money and valuable items. However, Superman gets involved, and Judd uses gas to escape. Later on, his henchmen steal his cash and destroy his script to protect themselves. Superman saves Judd and rounds up the thugs. This story is called "Haircut - and a Close Shave!" and is part of Action Comics #96, published in 1946.
