Action Comics #67 (1943)

Superman takes on a government project to tear down old homes and build a new Officers' Training School on the land. Unfortunately, there are some criminals who are not in favor of this project, as they have millions of dollars' worth of stolen goods hidden in one of the homes. To make matters worse, three of these homes are still occupied, and the owners refuse to leave. Superman steps in and finds out the owners' stories, which involve a decades-long feud between two single neighbors and a sick man who is actually a cover for burglars. Superman saves the day by capturing the crooks, reuniting the neighbors, and building the training center at super speed.
