Action Comics #48, published in 1942, tells the story of Clark Kent's battle against the corrupt owner of a secondhand auto business, known as the Top. Superman and his colleague Lois Lane discover that the Top knowingly sells cars that are in seriously bad condition. They investigate and find out that the used cars are made from parts salvaged from wrecks.

Things take a dangerous turn when the Top attempts to bribe Lois and Clark to keep them quiet. When they refuse, they are thrown out of the office. Later, they meet a private detective named Jefferson Smith, who is investigating the used car business. He offers them the use of his car, but they quickly discover that the brakes have failed. Clark quickly changes to Superman and saves the situation.

Superman follows the Top to a secret meeting, where he discovers that Smith is actually the Top. After a fight and a building explosion, Superman rescues everyone before being buried in rubble. Back in his Clark guise, he and Lois are abducted and taken to meet the Top again. Smith makes a second attempt to kill them, but Clark disables the hydraulic press without arousing Lois's suspicion about his dual identity. In the end, Smith tries to escape in a faulty car that catches fire, leading to his death.
